Development cooperation agreements

There are four types of agreements:

• Country Agreement
  
• General Agreement with multilateral organisations, international organisations or NGOs
  
• Grant Agreement with implementing partner
  
• Agreement for minor projects below DKK 10 million

A Country Agreement is needed when Danish cooperation includes Danish contracted works and services, such as long and short term advisors. Denmark has entered into country agreements with most partner countries. You can find the template for a country agreement in English, French and Spanish.

A General Agreement with an international organisation or a NGO is needed before any disbursement can be made to an international or multilateral organisation. The General Agreement specifies basic obligations of execution, e.g. the scope of cooperation, agreement on the level of overhead as well as financial reporting procedures. There is no template for this type of agreements.

A Grant Agreement with an implementing partner covers sector or thematic support programmes and stand-alone projects. The grant agreement format can be used for agreements with a public partner organisation, for instance a ministerial department or an agency of a public entity, as well as with a NGO or other non-state actor, not being an economic actor. A Mini Project Document combines the project document and the legal agreement and can only be used for projects below DKK 10 million. The template thus includes standard text on financial management, monitoring and evaluation, and anticorruption etc. to ensure that these elements are clearly described in partner agreements. The Mini Project Document format is primarily suited for short-term minor agreements. Alternatively, a standard grant agreement with the project documents attached can be used. Link to document here
