The Guidelines apply to all units in the Ministry – in the home service and abroad – charged with managing Denmark’s multilateral development cooperation, including core contributions to multilateral and international humanitarian and development organisations.
Major changes from the previous version of the guidelines are:
• The format for multilateral organisation strategies has been simplified by introducing one single format for all types of organisation strategies (max. 3 priority areas, max. 10 pages).
• The Concept Note for Organisation Strategies is shelved; instead a draft version of the actual Organisation Strategy is presented to the Programme Committee.
• Relevant elements from guidelines on specific issues are integrated (e.g. on agreements, high-level consultations, and approval procedures).
• More explicit emphasis on a holistic approach towards Danish cooperation with multilateral organisations. Organisation strategies should give an overview over the entire Danish cooperation with the organisation (incl. core contributions, earmarked contributions, trust-funds and advisers, etc.) to strengthen the strategic dialogue.
• Mention of the SDGs and the new strategy for Danish development and humanitarian cooperation as strategic guidance of Organisation Strategies and dialogue with multilateral organisations.
• More focus on communication of results in Organisation Strategies and dialogue.
• The Organisation Strategy is presented to the Council for Development Policy only once, in a draft version before approval by the Minister.
• More explicit specification of types of appropriations and reference to corresponding guidelines.
• Updated description of purpose and scope of midterm reviews based on experiences from Danish multilateral missions.
